California state senator puts the heat on NCAA for NIL reforms

California State Senator Nancy Skinner is not letting up in her fight for name, image and likeness (NIL) reforms on behalf of college athletes.
Skinner is the author of SB 206, the “Fair Pay to Play Act.” SB 206 was passed in the California legislature and then signed into law by California Governor Gavin Newsom in September of 2019. Compared to NCAA standards, that bill contained noticeably more generous provisions for athletes seeking to profit off NIL-related commercial opportunities. Those provisions, under SB 206, were to take effect in 2023. Skinner was joined in sponsoring the bill by state Sen. Steven Bradford (D-Gardena).
